Paul Garcia

Paul Garcia is a Senior Associate with Premier Energy Solutions. He has more than 20 years experience in several aspects of utility operations and administration including accounting, natural gas procurement and rates. He previously held the position of Rate and Regulatory Coordinator with a major natural gas and electric investor owned utility.

His accomplishments include the development of operational forecasts used to meet daily, monthly and seasonal natural gas supply requirements; identifying and capturing opportunities in the intensely competitive natural gas commodity market, devising and implementing operating and trading strategies to maximize utility assets, and performing technical analysis of natural gas futures and options as traded on the New York Mercantile Exchange (NYMEX). He also planned and implemented operational and regulatory strategies during the deregulation of the natural gas market that began with the Federal Energy Regulatory Commission’s (FERC’s) Order 436 progressed through Order 500 and culminated in Order 636. During the deregulation of electric wholesale market, Mr. Garcia was responsible for the development of policies and procedures relating to sales and transmission in conjunction with FERC Order 888, 889 and 2000. He also represented several a transmission owners in the formation of the Midwest Independent System Operator (MISO.)

Mr. Garcia has assisted water, gas and electric utility clients in developing rates, and preparing cost of service studies. He has also developed MISO rates and proposals for several transmission owners. He has a B.S. degree in Business Administration with majors in Economics and Accounting from Indiana University.
